The International Public Policy Association (IPPA) organized an E-Atelier with Claudio Radaelli on the topic of ‘Policy Learning in Times of Crisis’ on 11 and 15 June 2020.

This virtual workshop gathered participants from a range of cities, including Brasilia, Knoxville, Lima, Ghent, Brighton, Cambridge (MA), Raleigh, London, Albany, Nairobi, Singapore, and Groningen.

The sessions were inspired by the ERC advanced projects (ALREG) Analysis of Learning in Regulatory Governance and Protego, but with a focus on the current Covid-19 crisis.

The first session was on different types of learning and how to learn from the international experience. The Covid-19 crisis has shown how difficult it is to create and adapt lessons from one country to another, even in integrated areas like the European Union.

The second session dealt with learning under conditions of fast-burning crises. Can policy-makers learn in a crisis and if so how? What is the role of evidence-based policy instruments during a crisis?
